As of December 2019. The most hated list contains videos with the highest dislike percentage as opposed to just dislikes. The reason is some of the most liked videos also have considerable dislikes, so measuring just dislikes does not give a true picture. However, when a video gathers a large number of dislikes (more than 1 million in this list), and relatively fewer likes, that can mean it is more hated than the other ones on the list.
